Interior Ministry director general Israel Ozan decided to keep Jabr Abu Kaf as head of the al-Qaisoum regional council until the end of the term, although the council missed the legal deadline to approve its 2026 budget.
After hearings on 1 September, the ministry found the main responsibility did not lie with the chairman and that the opposing members acted out of political disputes, offering no alternatives for seven months.
An appointed professional committee will take over the members' duties alongside the chairman to pass the budget and keep services running.
