Prosecutors filed an indictment in the Tel Aviv District Court against Mohammed Zeitounia, 22, of Jaffa, for the murder of Mohammed Raafat Ahmad Qatwan in Jaffa on 30 August. Another man was seriously wounded.
The indictment says he arranged to meet Qatwan, opened fire when he arrived with two others, shot him again to make sure he was dead, then fired at the two companions.
He is accused of fleeing and changing his clothes to hide evidence.
