Hamas reportedly blamed Israeli strikes, the shifting yellow line and the cancellation of Palestinian elections for eroding its position. Israel insists it will not withdraw until Hamas disarms.

Israel's COGAT said Hamas used UN humanitarian coordinator Ramiz Alakbarov to relay an unusually blunt warning that it could carry out another attack like 7 October 2023.

Senior Hamas officials met Alakbarov at his Gaza office and asked him to pass on the warning, Ynet reported. The UN official then met Maj Gen Yoram Halevy, head of Israel's Coordinator of Government Activities in the Territories (COGAT), on a Wednesday.

According to the report, Hamas cited Israeli operations in Gaza, moves of the yellow line and the Palestinian Authority's postponement of elections as reasons it was losing control on the ground.

Ynet also reported that Hamas needs about 90 million shekels a month to pay roughly 30,000 personnel, and that Israel is blocking entry to Gaza for the technocratic committee and Palestinian police force.

The account comes from Israeli officials and has not been independently verified.

This is an unusual threat message, which hasn't been previously conveyed in this level of bluntness and directness.
